SPRINGFIELD – Taking aim at costly and burdensome overregulation of small business and manufacturing in Illinois, Governor Bruce Rauner on Friday signed into law a bipartisan bill introduced and sponsored by State Rep. Keith Wheeler (R-Oswego) requiring a full-scale review across every state agency of rules, regulations and permitting processes that impact job creators.
The measure, HB 3887, aims to identify all state regulations that are unreasonable, unduly burdensome, duplicative, or onerous to small business so they can be streamlined or eliminated. The first review will be completed within one year, with subsequent reviews to take place every 5 years thereafter.
“Small business men and women are the backbone of our state and local economies,” Rep. Wheeler said. “They create 64% of all new private-sector jobs in America and provide literally millions of good-paying career opportunities for hardworking families in Illinois and across the country each and every year. As a state, we have the ability to conduct a thorough review of every rule and regulation and identify the ones that make it harder for start-ups, entrepreneurs and family-owned businesses to create and sustain new jobs right here in the Fox Valley and beyond.”
“As a vendor to the state, there are a wide variety of rules and regulations we have to comply with,” said Zachary Hoffman, President of Wiley Office Equipment in Springfield, IL. “Some make sense but some are certainly outdated and contradictory. This new law will go a long way in removing these extra burdens on small business.”
“Forcing state government to re-evaluate the rules and regulations impacting small business is a great way to not only keep government in check, but could also reduce costs and time-consuming burdens on small employers,” said Kim Clarke Maisch, NFIB/Illinois State Director. “We thank Rep. Wheeler for pushing for this new law and his steadfast support of small businesses in Illinois.”
House Bill 3887 was sponsored in the State Senate by Sen. Jennifer Bertino-Tarrant (D-Plainfield).
Rep. Wheeler has been a small business owner for 24 years in addition to serving as a former Chairman of the NFIB Illinois Leadership Council and former Board Chairman for the Aurora Regional Chamber of Commerce.
